U.S. Capitol tours can still be booked directly through the Capitol Visitor Center.
The Library of Congress also has self-scheduled, timed-entry passes, which you can reserve directly through the Library of Congress.

If the office is unable to secure a congressional tour for the sites you selected, most locations are available for public tours. Admittance is determined by the individual tour site or agency, not by the Congressional office. Unless specified, tours are available Monday through Friday.
