Congresswoman Katie Porter (CA-45) introduced her first legislative amendment today, which would require a report to Congress on the effect of firearm possession on victims of domestic violence. The amendment was adopted on a bipartisan basis, without objection, by the House of Representatives.

Rep. Porter’s legislation amended the Enhanced Background Checks Act of 2019, which also passed the House today. The bill closes the so-called Charleston Loophole, which allows the sale or transfer of a gun if an FBI background check is not completed within three days, even if they have criminal records or severe mental illnesses.

“This is commonsense legislation that keeps firearms away from people who we’ve already agreed shouldn’t have them—and I’m proud to join with my colleagues in passing it,” Porter said. “When we discuss the epidemic of gun violence in our country, we must also confront the ways it interacts with domestic violence. My amendment allows Congress to hear from experts about how firearm possession affects survivors of domestic violence, so we can make any necessary changes to the background check system before it’s implemented to protect this vulnerable population.”

Yesterday, Rep. Porter also voted to support H.R. 8, the Bipartisan Background Checks Act of 2019, which would require a background check for every gun sale or transfer, with some reasonable and specific exceptions.
